No - he was specifically told not to step on any toes. He didn't respect the boss, called him "The Boy King" and "Godfather" right to his face. Then stepped out of line by stealing all of those cars at the wedding and running them through Johnny Sack's shop instead of Tony's. He very easily could have been whacked.
