Many of us work for large multi-national corporations. You know that when we roll out large programs we'd do it piecemeal.. We would implement individual subsidiaries one at a time. We could start with Lipton Tea. move on to Cheeseborough Ponds and then Ragu, Shedds spread etc,
The point i'm making is that the rollout should be done in manageable pieces such as state by state . Start with a smaller state and move on from there adjusting and refining as you move along.
