Apparently mounted police are one of the most effective forms of crowd control available. Considering that you've got large crowds in one place, it makes sense to have horses there.

Mounted police are perfect for tailgating. They have a height advantage so they can see over pedestrians, cars, etc. and people get the hell out of the way of horses. NOLA police use them every day on Bourbon St.
